What you are looking at

The flood plain serves as the ground not only because it is wide and flat. A balloon cannot steer itself, so it is moved by using the difference in wind direction near the ground and higher up. An inland plain, calm morning and evening, tends to meet that condition. Flat land the river made has become a place for using the sky.

In autumn a broad expanse of grass appears. In the other seasons it is the plain, unadorned picture of a Saga river: embankment, flood plain, water.

The source is the Sefuri range in Mitsuse, Saga. The channel is 57 kilometres and the basin 368 square kilometres, with some 124,000 people living in it. At the Ishiibi weir partway down, the Tafuse branch is split off, and from there water goes round to the city of Saga. People live on the flat land the river made and divide its water to use it; that pattern is the shape of the whole basin.

Almost all of the large floods of the past fell in the rainy season. The downpour of June 1953 inundated 31,000 houses, and four years earlier, in the typhoon of August 1949, 25,000 went under. The Saga plain is low and flat, so once water comes out it takes time to drain. Autumn, the season of the balloon festival, is the opposite: the calmest time of the year.

The mouth is the Ariake Sea, so the tide moves the downstream level too. Rain moves it at the end of the rainy season and in typhoons. Leave evacuation decisions to the local authorities. The feed rotates between points, so you may wait a little for the one you want.
