The far bank is Kita ward in Tokyo, so the river itself is the boundary between prefecture and metropolis. The near side of the frame is Saitama, the far side Tokyo.
Kawaguchi, where the camera stands, was known as a foundry town. The sand for the moulds came from the Arakawa's own bed, and the heavy castings and the coal to fire them moved by boat on the river. Rail and road ended that work, and now Route 122 simply crosses over the top.
Because the bridge is in shot, a rising river is visible as the shrinking gap between the water and the girders. The normally wide flood plain goes under from the bottom up, and the order in which the fields and paths disappear tells you how far the water has come.
The river runs north to south, so by day the surface tends to blow out white. To see across to the far bank, the low light of morning and evening works better. In winter the air clears and there are days when buildings line up beyond the levee.
Route 122, which crosses on this bridge, follows more or less the line of the Nikko Onarimichi, the road the Tokugawa shoguns took when they went up to Nikko. It ran out from Hongo to Iwabuchi, crossed the river, and went on through Kawaguchi, Hatogaya and Iwatsuki to join the Nikko highway. The crossing was about here, so this has been a place to get over the river since the days of the ferry.
