2.4 kilometres from the river mouth, seen from the emergency wharf on the Edogawa side.
It is a facility for moving people and goods by boat when disaster has made the roads unusable, and in ordinary times it is a quiet waterside. But of the Arakawa cameras, this is the one that takes in the most of the city skyline. On clear days the outlines of the buildings show cleanly, and winter mornings often carry that far.
On humid summer days, or when there is no wind, the same camera pointed the same way shows nothing but white haze at the back. The state of the day's air reads directly off the picture.
Komatsugawa, the district here, is held to be where komatsuna greens got their name. The story goes that a shogun was served them on a visit and had them called after the place. Parks and housing line the river now, and none of the fields that grew them are left.
Being 2.4 kilometres from the mouth, this reach also feels the tide; the level rises and falls through the day with no rain at all.
The still refreshes every minute. In heavy rain the flood plain goes under from the bottom up, but decisions about evacuating belong to your local authority.
