High-rise housing stands along the far bank like a wall. Even after dark, this stretch of river stays locatable by those windows. Put the other way round: what you see at night is not the river itself but the far bank's light landing on the water.
The name Nishiarai is said to come from the temple of that name nearby: a well is supposed to have appeared on the western side of its hall, and arai is that well. The bridge took the district's name, and the ground the camera stands on was fields and houses before the channel was cut.
The low ground in the foreground is the high-water terrace, normally used as paths and sports fields. It is space deliberately left for the river to use when the water rises, so in heavy rain it goes under from the bottom up. What is submerged, and how far, tells you the situation without reading a gauge.
The still refreshes every minute. The rougher the day, the darker the frame and the more raindrops smear the lens. Decisions about evacuating belong to your local authority.
