Horikiri emergency wharf live camera — Katsushika, Tokyo
9.8 km from the mouth of the Arakawa. From the Katsushika bank the whole width of the river and the bridges upstream fit in the frame. It is a landing for boats in a disaster, and how far the water has risen shows on the steps in the foreground.

This is a facility for moving people and goods by boat when disaster has made the roads unusable. Several of these are placed along the lower Arakawa so that the river can serve as a transport route when the roads are cut. That is why it is never busy in ordinary times: what appears is a quiet waterside with nobody on it.
Which also means that when a boat is tied up in this frame, times are not ordinary.
Horikiri was known for its irises. Beds of them lined the district from the Edo period, and Hiroshige drew the place as a sight worth travelling to. Most of the beds went as the city spread, but the Horikiri Iris Garden remains, and flowers in June.
The low ground in the foreground is high-water terrace, space left for the river to use when the water rises, and in heavy rain it goes under from the bottom up.
Below the Iwabuchi Floodgate the Arakawa is a floodway dug by hand to send floods out to sea rather than through the city. The high levees along both banks exist for that reason, and this wharf is built into one of them.
The still refreshes every minute. The river runs north to south, so the surface blows out white by day and the far bank reads best morning and evening.
