What you are looking at

A camera set on the right-bank levee looks upstream of the Hirai Bridge from close to the water. It is 6.4 kilometres to the mouth.

The camera sits low, so the width of the river comes through directly. Where the upstream cameras look down from height, this one views the far bank from close to the water, and the same Arakawa reads quite differently.

That low viewpoint earns its keep when the water rises. The closer the eye is to the surface, the less margin appears to be left, and the change reads sooner.

Immediately behind the levee on the far bank, the Nakagawa runs alongside the Arakawa. The older river was pushed aside when the floodway was cut, and the two now run parallel, separated by one narrow bank, almost to the mouth. There is a second river hidden just beyond what the frame shows.

The river runs north to south, so by day the surface tends to blow out white. To see across, the low light of morning and evening is better. On summer evenings you can see people out on the flood plain.

The still refreshes every minute. The rougher the day, the darker and more smeared the frame. Decisions about evacuating belong to your local authority.
