Where the Metropolitan Expressway Kawaguchi Line crosses the Arakawa, 17.1 kilometres from the river mouth. The bridge carries its two directions stacked in a double deck.
That shape was chosen to fit an expressway into a limited width. The spacing of the piers and the height of the deck both sit in frame, which makes them a usable measure of how far the water has climbed.
The bridge takes its name from the Goshiki-zakura, the many-coloured cherries once planted along the embankment here. The avenue was assembled from dozens of varieties in 1886, and the trees sent to Washington in 1912 were grafted from scions cut on this bank. Almost all the originals here were later lost, and in 1981 cuttings were brought back from Washington to replant them.
At night the lights on the piers stretch out across the surface. The stiller the evening, the longer and straighter the streaks of light.
The river runs north to south, so by day the surface tends to blow out white. Seeing across to the far bank works best in the low light of morning and evening, and in winter the clear air can bring the buildings beyond the levee into view.

The still refreshes every minute. In heavy rain and typhoons you can watch the wide flood plain go under from the bottom up.
